Where does the gas tanker ship comes from and where it was heading to? Why it explodes near the lab? how zoe knows how to make a serum from a hand and a head? is she a scientist? how lucas endup running the lab? My initial impression was that the baker family was just some random family who just got infected by the girl after escaping the ship.

The ship came from somewhere up on the US coast and was headed to Central America. It was originally a tanker ship that was supposed to haul oil from the Gulf of Mexico.
The lab was supposedly set up after the ship incident. The Connections used it to monitor Eveline "in the wild". No, it does not explain why it has earlier models than her inside. It is one of the many plot holes.
Zoe knows it by plot magic. There are some weak hints about her finding a document on it in the Daughters DLC scenario.
Lucas turned out to be a natural genius* and he quickly learnt most anything from the E-series, after the Connections set up that lab, cured him, and used him as an insider to monitor Eveline. But he eventually fully cracked and just killed the other humans. There is no explanation on why the Connections never bothered to check on why he is the only one who keeps sending reports.

*Hey, this series had three little girls who had supernatural psychic powers, and it was deemed to be still realistic by the creators. A Southern guy in a family farm ending up learning military-grade biotechnology in three years is not even far-fetched in comparison.

Eveline was being transported in a tanker to keep a low profile. Eveline kills everyone so the tanker went adrift, An hurricane sent the tanker to the coasts of Louisiana.

Mia leaved a letter to the Bakers explaining that a serum could stop Eveline, If I am not mistaken Mia also had the Machine to create the serum. The Machine is fully automatic, Zoe only needed to put the sample in the container and the machine prepares a syringe of serum ready to use. Ethan uses a similar machine to create another dose of serum.

Lucas always had talent for engineering and won several prizes on his youth, he also has a degree from a university in Louisiana that is why he is so good at creating traps, The Connections contacted Lucas and sent him something to control the infection, given his good disposition and engineering background he was hired to oversight Eveline Tests,

One of the reseachers was actually very angry about this and he was going to make a formal complaint that Lucas was not qualified to oversight the tests.

Lucas says on his journal that he was going to write a report saying that the other researchers died in an accident, it is unknown if Lucas actually sent the explanation or if the connections actually cared about it.

Dont mean to ruin the story if you havent played the game but I think Zhoe was working with the Govt. entire time or she snitched out "Eve". Shes govt. trained thats what the salt mine was. It was like this underground thing with Umbrella overwatching her grow up over the years. Talking about Eve. I forgot who Zhoe was. Short haired female right? Pretty sure she was working with the whoever was in the salt mine watching Eve. Baker family is just some family that came across her and raised her.
