Report a translation problem
The lab was supposedly set up after the ship incident. The Connections used it to monitor Eveline "in the wild". No, it does not explain why it has earlier models than her inside. It is one of the many plot holes.
Zoe knows it by plot magic. There are some weak hints about her finding a document on it in the Daughters DLC scenario.
Lucas turned out to be a natural genius* and he quickly learnt most anything from the E-series, after the Connections set up that lab, cured him, and used him as an insider to monitor Eveline. But he eventually fully cracked and just killed the other humans. There is no explanation on why the Connections never bothered to check on why he is the only one who keeps sending reports.
*Hey, this series had three little girls who had supernatural psychic powers, and it was deemed to be still realistic by the creators. A Southern guy in a family farm ending up learning military-grade biotechnology in three years is not even far-fetched in comparison.
