Chris saved Rebecca in RE1 and Vendetta, Claire in RECV, Jill in RE5, and the hostages in the Lanshiang building during his first RE6 chapter. It's not a lot for sure, but he can't do miracles if he's allways sent when things are already out of proportions and pretty much everyone is already infected or dead.
-Chris and Rebecca detoxified Richard.
-Jill almost became sandwich.
-Chris saved Rebecca from the Hunter.
-Wesker blackmailed Barry.
-Wesker was slashed by Tyrant (not shot by Barry).
-Rebecca survived.
-Barry survived.
-Mansion exploded.
Therefore the jail thing is just a gimmick since both Chris and Jill actually explored the Arklay facility separately and handled different stuff. The "real" scenario is just not available in the game, both Rebecca and Barry escaped but you can't see that in the game. The first RE game never established its own canon, later RE games and other material from Capcom did.
As for the character itself i don't give a crap anymore at this point. I've been playing this series since 1996 and as far as i care they could remove Chris, Leon, Claire, Ada, Jill and all of the superhero cast in this franchise. Capcom have nearly zero use for these dead characters anymore since they're going back to survival horror roots unless its a Remake, Remaster or one of those garbage CGI and live action films where everyone solves the problem with matrix kung-fu and missiles.
