It says "Because the contents of RESIDENT EVIL 7 biohazard Gold Edition are personalized for your account, it cannot be purchased as a gift."

What does that mean?

The same thing with any Steam bundle. They have a dynamic price reduction based on the amount of games owned, so they can only be bought for yourself. It has been like that since they were introduced to replace Steam packages years ago. If you want to gift this game, buy a key at some trustworthy store. (Although right now only Steam has a sale on it.)
