Survival Pack: Shotgun Set - Only for new buyers?

Why people who purchase the Gold Edition now get an extra survival pack and we that already own the game don't get to receive one?

Not that I need it, but I was wondering why people who already own the game and paid full price for the game and season pass at the time it was released don't get it too as a gift or something.

I don't get it either. The bundle even says you already own the items in the Gold Edition preventing it from being purchasable, so yeah, you literally can only get this DLC if you've never owned the game before. Strange.

Do you guys know if I would also get the Survival Packs if I buy the retail Gold Edition or a download key from somewhere else than Steam? Is this a Steam exclusive thing?

Shotgun Set If I remember correctly was the exclusive set for Microsoft storefront, while steam got the recovery set.

Shotgun set = shotgun shells and a First Aid Med + instinct coin - keep this in your inventory to get a slight knockback rate boost.

I would like to know if I would also get this if I am going to buy somewhere else than directly at Steam. (PC version with activation on Steam, not consoles.)

If you already cleared the game with what the game itself gave to you then what would you need any of the extra ammo/health items provided by any of these packs for?

It's just some cheap marketing strategy to make new players believe they're going to get something exclusive for buying the Gold Edition, when all these packs are actually for is to make the game easier.

Well, it's a plus for new buyers, isn't it? Even though these packs might be useless sooner or later, a little bit more to get is always nice to have. And I don't have the game yet. Hence my question.

But anyway, I wouldn't say the packs are dependant to buy it on Steam, if I would get the game somewhere else much cheaper. But I would really like to know. On Okami HD is a similiar offer atm. People said you'd get the bonus anyway, it wouldn't matter if you buy it directly at Steam. I am just curious how it is with the RE7 Gold Edition.
