Granted, I have no idea what kind of rig you have, but if it's a bit on the weak side like mine you can also set shadows to medium, disable ambient occlusion and reflections, and worst case scenario enable interlacing (though that diminishes image quality in exchange for a large boost in performance.)

med vs very high textures look the same, it only affect pop ins which are not even noticable. consoles textures are set to medium anyway

That fixed it for me. I was not too keen in lowering the Texture Quality to medium but looking at it, I don't really see a drop in visual fidelity.
GTX 970 user here. Apparently the game is VRAM heavy.
I have a 970, 4790k, and 16g ram.
I will try dropping textures, I just can't figure out why that would only matter when another player is on the screen. I have the drivers released for the game. Even the scene where the old lady is just sitting in the chair dropped my framerates.
TL;DR - Use medium textures, and don't worry about any loss in quality, it appears to be essentially the same.
I too have been having similar lag issues and atleast in my case I accidentally found what was the issue that was causing my game to lag.
Bizarrely it was my Xbox controller plugged into the PC. I noticed while in the middle of a lagfest session on Resi, it didn't lag when I used my mouse for movement and when I picked up the controller the lag continued.
I simply unplugged the controller out and back in again and hey presto! The lag was gone.
Maybe not a fix for all of you but, hopefully it helps some of you.
I had a weird lag, initially thought it was the CPU, but turns out you were right. Changed usb ports and the lag is gone. Cheers!
