You can't. Which is very unfortunate. Hopefully in RE8 they allow the skipping of cutscenes.
(This is what speedrunners also do, by the way, the Windows Store version has an official save file in the washing room for speedrunning purposes, so they don't have to sit through the 18-minute startup sequence.)
There's very little to speed run in the prologue: the chainsaw boss fight against Mia is about the only thing you can save seconds depending on your performance and also skipping the 1st VHS tape
