Is there any way to unlock the infinite ammo cheat without doing the madhouse difficulty?

No. You must complete Madhouse difficulty to unlock it. But you can unlock other things like the Buzzsaw. All of the unlockables can be used in any mode. So that will help your Madhouse run a bit easier.

How? It unlocks Steam achievements on your Steam profile. SAM never touches any game, ever.

…which also won't work, unless you have the MS Store version, as savegames for RE games on Steam are account-locked. The MS Store version has unlocked save files.

If you are having anxiety with Madhouse difficulty, unlock the Circular Saw. It is honestly the most overpowered weapon in the game. You can literally kill everything with the Circular Saw and save your ammo for Mutated Marguerite, Mutated Jack and some fat molded. Everything else the Circular Saw does better.

The only problem would be the Guest House Mia fight which is probably the hardest fight in Madhouse anyway. Once you get to the main house and open your item box with the Circular Saw, you can tear tear open the Baker's residence easily.

Marguerite 2 is also easy with the saw, but you have to know her pattern. (Yes, she has a pattern.) If you make her pop up on the upper floor near the fireplace, then you can get behind her and do an infinite attack with the saw. The entire fight lasts under a minute with it, and half a minute of those is waiting for her to crawl around.

Jack 3 is the only problematic fight since he moves around too much to melee the eyes.

so if you can download a file with everything unlocked how can you do that and yes im using the ms version not steam and I dont feel like playing the game on madhouse

As it was said above, save files from other accounts don't work.
