Gamebreaking Bug while meeting Mia and Zoe

Hi, after finding Zoe and Mia both tied up after acquiring the ingredients for the serum, I cant play any further because I'm just not freeing Zoe. I can set free Mia but after enganging with Zoe she just aks me if I have the ingredients and to give it to her and the events stops before I cut her loose.
I've seen playtroughs where you cut her loose immediately after talking to her, but the event stops before that and there's nothing I can do, no matter how often I reload my savegame, she just stays tied up and asking me to give her the ingredients.

I thought i had it but it was actually just the dummy finger, emphasis on the dummy.
