Though that's true, its also true that that's a V5 problem. During V1-3 there were tons of characters and all of them received their fair share of screentime. Heck, team CFVY merely appeared a few times and people love them for some reason. It could be great if they were able to find the balance they used to have.
So yeah, I would love to see Neo back, but right now its better if they focus on solving this issue first.

There's never too such thing as too many characters. And also, Neo NEEDS to return. Because eventually, Mercury and Emerald might die, along with Hazel and Tyrian, and even Watts, and eventually, new Villains before Salem is fought. I'd rather have Neo bck than have newer Villains introduced some time in the future.
I just think, right now, there's no room for her. She'd just be there to be there and that feels like a waste.
But Neo also wouldn't know where Ruby is. To our knowledge she worked primarily with Roman and her allegiance with Cinder was circumstantial. She may not even know about Salem. I don't see much reason for her to be in Atlas, especially with its borders being closed and travel being extremely difficult.
In Vol4 Ironwood closed Atlas' borders. Nobody in. Nobody out. I expect the main characters to have enough trouble getting in, much less a petty criminal like Neo with no important ties.
And if Qrow knew, Ironwood definitely knows. He didn't mention Pyrrha because there was never a situation where it was important to. Imagine how awkward it would be for him to say "Hey Weiss, it's been eight months since you saw your friend, Pyrrha, whom I know about, die, but I'm sorry it happened" out of nowhere.
