Why custom characters dont work for this game
everyone (myself inculded) would love to have a rwby game with custom characters but this is not the game for that. Why you ask, well it comes down to what is already in place.

The two big things a rwby custom character would need is a weapon and semblance. this conflicts with what ge already has because the characters have there semblances worked into their attacks. Blakes shadows are used in her team attack and Weiss glyphs are in a bunch of her attacks. yangs semblance manifest in the game as one of her general skills and ruby's is purly cosmetic with it beign active in her dodge. it would be imposible to work semblances like that into a ever changing weapon choice.

that is the mechanical side of thing but another part is the game itself. this game is primarily a co-op game. and a random custom character would not fit into the story at all.

now i did say this game isnt good for custom characters but thats not to say this cant help. semblances would work best as a passive ability like yangs or abilities inpokemon, ya know if you could set any ability on any pokemon. as for weapons id say something like you have a bunch of different melee weapons and then depending on your melee choice you can choose different range weapons. the best way i think a game like this could work would be something simular to final fantasy explorers on the nintendo 3ds where you play as a newly graduated huntsmen. if you have played ffex i think you can see how the game could work.

i feel like this isnt the best way to display my thoughts but the point i want to make is GE is not a good game for custom characters but elements of it could be used to make one.

^ This. Not to mention the sheer AMOUNT of assets required to have a halfway-decent character creator, even if there were a limited/controlled selection of semblances and weapons to choose from.

By all means, if a modder wants to do that, go ahead, but I'd much rather the devs work on something with equal value (new maps, chars, and skins) that would appeal the the LARGEST audience possible. RWBY is not Skyrim.
Uh
No one was mentioning custom characters.
The devs didn't say anything
It isn't a popular suggestion currently
Why are you debating this out of the blue?

I personally would prefer to see modability rather than a cc.
If anyone cares about balance, immersiveness, ect, then have an option to turn it off.

I haven't heard someone bring up custom characters for a good while now, so I agree with Taco.

Also, no mention of this game being canon.

I believe it was mentioned the game is canon and set between volumes 2 and 3.

I know, but OP never mentioned that people creating characters wouldn't work too great in a game that is canon between seasons. Unless "a random custom character would not fit into the story at all" was the OP stating that.

Oh, I misinterpreted what you said then
But yeah if the devs ever did make modding or character creating for your average player, I would imagine they would add the option to turn them off for immersions sake
