Did you not read what you quoted? I literally said it (meaning PvP) will never be what you want it to be.
And the game hasn't been arounf that long...there has been one DLC and they have been giving us pretty much what we have asked for. They have been patching bugs, gave us a horde mode, level select, dificulty adjustment in single player, team JNPR. So what you said might be true of games that have been around for a couple years but this has been out less than a year.
Clearly you are the one that is new here (meaning to this game).

Patching bugs isn't a big deal at all, it's to be expected of any game
Horde mode is super lackluster and basically a reskin of campaign but with a turret
I'll give you difficulty and level select, to add to that single player mode and offline mode, persistent levelling, and the "buff" to the final boss (it really isn't a buff to the boss)
Oh and we don't have rebindable controls yet, after all this time the most basic feature isn't implemented
Stating the game was nowhere near ready for release
AMD users I believe are still having issues (noted well before final release)
Many users still getting FPS drops (noted well before final release)
And to OP if you want a more serious answer: Yes, PVP would be horrible. The RWBY chars are already unbalanced, and JNPR's addition made things even more unbalanced. Allowing official PVP would only make that even more glaring, or require the Devs to actually update combat which they have sworn over and over they won't do because they feel doing such "is taking a step backwards."
Also I dont believe that to be an option because part of that mod uses some low level trickery, my point with this statement is that it would be better to just develop pvp on their side.
Furthermore, I made that mod back in January. The combat has changed alot but the mod hasn't.
(I dont even know if all attacks even work in pvp, too little bug testing).
I would need someone like Apacolyps* to actually make pvp great (again).
(*: he seemed to know game design, and thought a lot about this game to make it better, bla bla)
You made pvp for free
It saves them time and money while making players happy
it's a win-win all around
Of course I don't know how well your mod is designed, if it's up to their standards, ect.
We see in the show that not only do they have students sparing but also a combat arena was a huge plotpoint
