Secondly, you find someone that can do attack animations and effects.
Thirdly, you find someone that can do voice acting for Velvet.
Lastly, once these are all done, I can put them in a mod package you can load.
Edit: So that seems like just 3 things, but they all need quite some skill from the people involved...
That is why developers have a team, with a lot of people with different skills.
