You are handicapping yourself. Turn them on for a week They are easy to Kill, just kill them each day and you will get weapons parts. Turn them off and back on again after the week and repeat the process until you get the parts you need, then turn them off again. It is your game, play it how you want but that is an easy way to get parts.
Also, you can easily kill deer, cougar, and moose with basic weapons.

How does making them extinct happen? I never experienced that ever. I must have done that 20 plus times over the months. Raw told me last year similar to what Terry said or I could just turn Hunters on and off after a week.
There were just two Hunters and they were easy to kill. Sometimes I got only got Gears instead of Weapons Parts. At times it would take me a while finding them again, because parts of my map was still blacked out.
He told me not to rush to upgrade to level 3 and 4, it is very expensive in repairs, as you basically said and that level 2 is just fine for my style of play for the time being, but to continue collecting all the materials regardless.

Note: I don't remember if the dev change it, but for the last upgrade, you will need a premium weapon part who can only be looted by destroy hunter's BCU in difficulty normal/hard only.
Also, IDK if you see it, but you can actived hunters & can set them to don't attack your base... & set them ON but play in difficulty easy & them turn back to normal if you don't want to raid them...
Make a drill to refine iron and keep making lock picks to get the weapons parts and other loot to help with upgrades. Does take a little longer but this method works especially at the start of a game.
Okay, something to remember whenever I get around to starting a new profile. I only raided them once a day for 4 to 5 days, then I would turn them off and turn them back on after a couple of days. I got the odd one when he went fishing too. I guess I must have been lucky. I got the weapons parts I needed at the time and left them alone to get get fully established.
Yeah, I hear them at times. My base is near where they come fishing. I hear the splash. I shot one with a Blue solid round from my window, and received a bonus, his tackle was floating in the water.
But here's a question: if you shoot the guy, does it count as an attack on their base and will trigger an revenge attack (if you've turned that on)?
I don't know the answer to that, I just know you can kill them about 100m or so from their Base, and it won't alert an attack from the others. However, that would be something in the programming if you have it turned on.
I don't have revenge attacks turned on but maybe later on in the game, at the moment there are enough distractions for me already. I am sure someone will have the answer.
