Not normal but does happen sometimes, it will despawn in time. You can get over the fence if it's that important to you, but I'd just wait for it to despawn. If you don't already have a way over the fence built, by the time you have built a way over the plane will probably be gone anyway.

speaking of the plane crash. I started a new game just yesterday and immediately when I loaded in, I heard the plane but looked in the sky and couldn't see it. I'm now on day 3 or 4 and when I was randomly looking on the map I heard the plane again but still not seeing it or came across the crashed plane

Planes don't always crash. They sometimes just pass overhead.
