Killing the Grizzly bears will be mostly for fat to turn into fuel once you start raising chickens and have a stock of premium meals stored in your frig.
If you're comparing killing a wolf versus the killing a black bear then I would agree with you. The black bear is simply a waste of ammo compared to wolves for the most part. I avoid black bears when I see them.
If you're really low on fat I would only hunt down Grizzlies and Moose.
Akeel is right about fat from level 10 chickens but until you get to that point the bear is a good fat source. The fat/meat compared to the shotgun ammo you use is a good trade.
An upgraded recurve bow, with normal arrows, can drop wolves fast, bears take more shots and the normal arrows are very easy to get materials for, and make, later on.
Best yield per kill is, of course, the grizzly bear but the wolves are so common and easily dropped that they can readily be dealt with for solid returns.
I agree that the reward should be greater for killing a bear. The grizzlies are "decent" for fat farming once you get a shotgun and will carry you into mid-game. Also, I think you still get more bang for your buck when crafting shotgun shells so that's a factor as well.
As for black bears... there just a waste of time and ammo right now.

I do agree with you about mid to late game. Once you get a level 4 dmg recurve bow it changes your gameplay up quite a bit. I'm only talking about hunting grizzles in early to mid game once you have a shotgun made and start getting it leveled up. I can't remember exactly but at level 2 or 3 you can pull a grizzly with a regular arrow and then the shotgun takes care of the rest. At a level 4 dmg shotgun of couse you just run up to them and one-shot them in the face.
At late game though I don't bother with looking for them. I'll kill one if it's in my path but I don't actively look for them. A level 4 recurve 2 shots wolves with two regular arrows which is pretty efficient given that sometimes you get lucky on the haul. It takes at least three arrows to a level 1 or 2 black bear and the loot will still be far better out of the same level wolf comparatively.

How many more times will we need to ask for this to be addressed ?? Oh wait....he's working hard on important things like a rogue hunter camp detector....THAT NO ONE ASKED FOR !!
I'm sure the answer you would get is "the game is in Alpha which for adding content. Beta is for balancing and optimization".
I do agree though. With the amount of content in the game he should take a break for a month or two and work on balancing, refining whatever mechanics, and work on QoL stuff like getting out of water.
I only kill Bears with a Bow. Is pretty easy, just dodge some trees and mostly they stuck inside and you can shoot them down relaxed.
Something off topic, you talk about lvl 10 chickens. I have a upgraded Animalhouse but my Chickens stop leveling at lvl 3, what i have to do to get them on lvl 10?
