Report a translation problem
Here is what I have seen:
(1) I have found the loot re-spawn rate inside their bases to be 3-5 game days.
(2) If you kill off the hunters at their base day after day, their loot will not re-spawn.
RNG mostly, the high ticket items are hunter's jackets and solar panels. I don't think it has to do with longer recover...but I could be wrong :)
I think you can continue to kill them, just have to leave their base alone. Oh, I alwys kill them when they retaliate, you don't need to stop doing that.

I tested this a while back. For 10 days I killed off the hunters at one of their bases, and checked to see if there was any loot inside their base. Nothing was there for those ten days. Then I left them alone for three days and checked again, and there was loot in their base.
I kill them during their retaliation, they never actually start their attack on my base so they respawn the next day and start their retaliation all over again...and again, and again. I'm not killing them at their base though so maybe that makes a difference.
