I feel like I've been through the whole sewers section at least 4 times, and cannot find the thief's whistle. Has anyone found it?

It's in the sewers, flooded area, where there's that ladder on top of a little raft.

Then I'm pretty sure this is a bug; as all I found were the florins. I talked to the frog as the pirate first after the theives asked me to go get it, maybe that had something to do with it, but there is no whistle, and none in my inventory.

May as well report the other bug I've encountered, I have 11/12 of the fate cards, I paid the blacksmith to tell me where they are, he didn't say anything when I did, and there are no marks on any of the three maps for any cards, like there were for the rose hints.

After talking to the frog like a Pirate, the whistle will be in the place you found previously the florins

I have triple checked the spot with the lantern, candlestick and without light, as well as talking to the frog multiple times as a pirate; the questline is open, and there is no whistle to be found in that spot.

Found it in the crab's feeder. Using the elevator to go down 2 times to the harbour. Only thing hidden in the hay is the compass.
