dyling light is not working

Quest: The magpie and the king
I completed the 2 tasks to assemble a costume fit for a king and address the magpie as if you were a king, but the 3rd task "uncover the dyling light" cannot be completed. When equiped the dying light and talk to Ravik, it says "I haven't yet benn able to uncover the dyling light,Lady Magpie". Can anyone help? Thanks.
