2nd playthrough, cannot find King's Tunic

I am going through again to try to pick up some things I missed first time around, and cannot for the life of me find this thing. I definitely got it the first time. I've been over and over the Catacombs, red-misting every five steps. I go to Rolo and ask him and there is an option to ask about completing the King's outfit, but the dialog just ends with Tilo saying "Thank you smithy" and no information given. On the Courtyard map, I can see a small armor upper body glyph under the arch on the way to the two mice, but nothing is there. When I go to the Catacombs and look at the *Courtyard* map, it shows the surface view of where I am located. I can see that the armor piece should be on a shelf with some bones, but all I see is the message about the bones being plundered long ago.

Where is this thing, the King's Tunic? I am at my wits end.

Silas gives it to you after you sober him up from being drunk in the commissary.

I can't find silas anymore ... it read somewhere he should be in my old cell, but no luck

In your cell after, look first in the refectory.

Mhhh maybe first you have to find out from the commander that Silas was arrested and put in the cell.
