Blacksmith on the cliff/shore

I'm looking for the blacsmith to talk about the smugglers ring. In the quest log it says meet on the Cliffs in the quest log notes it says meet on the Shore. I have been all over the shore looking for him. I have been all over the far tower cliffs, and the west slope cliffs looking for mushrooms, and I have not once found him!
Is this a bug?
Or am I missing something? (if I'm missing something, I don't need specifics, but maybe a general hint would be nice)

Hi! You are supposed to enter the Shore from the Northern Slopes during the night.

look for a basket (or counterweight) inside the cave

I found him, but when I came back after what he asked me (two days after because i get lost) I can't find him, he's not there ! Help :D

Did you try that out again and did it work now? I don't know, if this was ever bugged, but I took the basket elevator inside the shore cave upwards and directly left the upper cave from the exit nearby (only 10 steps away) - and I directly found him. You are only able to reach him this way as he is standing on a cliff side, which is one way down only.

I did find him, I just entirely missed the one spot that he was actually in on my first several tries.
