I didn't managed to get access "naturally" to it in my playthrough.
I know where it is, but I would most likely prefer that someone tells "how to get to it" without telling us everything~
I'm not 100% sure but if I remember correctly it is lying on a table in the house over there.
@Tryptide
You seem to know your way around these forums. Maybe they are structured the same for any game, so I takes only one time to figure it out, but I wouldn't know ho to navigate to e.g. "Ghost of a Tale > Bugs & Issues" or any forum other than "Ghost of a Tale > General Discussions". If I press on simply "Ghost of a Tale" in that forum link, I end up at the general page for this game without any subforums displayed.
The only way to go is by clicking this: http://www.mirari.fr/e9cR.jpg
If it doesn't show or work for you then you have a problem on your side,
as the Steam client and website page works perfectly as intended.
Also, I was trying to let people say to him "how to get inside",
because like you said it seems to be something strange.
You need a key to enter the harbour, and the key for it is inside the harbour.
From memory there is another door leading to a shortcut from the catacombs that is useless until you get that key... So isn't the second shortcut near the latter leading to the Shores or something...? If so then it would mean you need to access the Shores first before having a chance to get the key.
I think it was through the Northern Slopes rather than the Catacombs that I first managed to get in the Harbour (on the other side of the Elevator Gate that is). That Catacombs shortcut tunnel can also only be opened after you first get to the Harbour area and find a key there (again: if I remember correctly. There are so many keys! Several can be taken from guards, often hidden under their handkerchiefs, while some simply lay on tables or cupboards; some are in chests which might need another key to open them.)
The Northern Slopes are opened during a Quest you get from Duinlan's ghost, who is in the Catacombs
(Btw thanks, I totally overlooked the forum's navigation menu which is somewhat weirdly placed, to my taste/expectations at least.)
And... You're welcome~
