Call of Chernobyl Tools

Seriously where the hell are the basic tools at? I've found two sets of advanced but not a single set of basic tools. Forrestor is a greedy prick and I'd really rather stop giving the ♥♥♥♥♥♥♥ cash unless I need tier 3's. Anyone found any in the world or in a stash that doesn't require a random spawn? I don't mind needing a stash location but I find it ridiculous that the first stash I always get on a duty playthrough ends up being a stash with advanced tools yet I can't get a single stash with basics >_<

This was a complaint back when I was using Arsenal Overhaul. Haven't had this issue since switching to STCoP. I don't play vanilla personally so I don't know how good or bad it was there.

Oh well I've had difficulties finding tools in the CoC mod so I thought Id post for other people's benefit where I found these....

Um since I have your attention would you know about the "Diplomat" mission that Beard gives you in Zaton? Apparently I'm supposed to speak to a military commander about calling off the search for a Stalker, but when I interact with highlighted person, no special options. Killed him and the mission updated back to Beard in Zaton.....which is not at all diplomatic, and not helpful since the entire military base straight up murdered me.......

So basically I'm asking if there's supposed to be another way to complete the mission....thanks for any help....

Update to my previous posts:

Confirmed Dushman (mercenary trader) at Dead City sells sets of ALL tools. Found one of each together (1 basic, 1 advanced and 1 expert tools for a total of 3 different tools at the same time) in sale inventory twice. Doesn't appear often though.

Note for the above situation: not sure if this affects the chance of appearing, but I was at "Legend" reputation level (highest you can be in 1.4.22 version of Call of Chernobyl) when visiting Dushman for the first time.

With the availability of ALL tools confirmed at Dead City, I don't think I'll be adding any more posts on tool locations unless there's something significant to update (and if I'm inclined to).
