if it's only happening when you fast-travel to jupiter, it's because an NPC in that level has that particular weapon/attachment combo equipped, and as soon as they enter the active a-life radius the game crashes because there is no model matching that definition
this is a particular problem for TAZ3 and BaS as both mods feature a large array of optical attachments and sometimes don't account for every single possibility
in theory you could band-aid patch it by copying one of the other .ogf files in that folder and renaming it to "wpn_saiga12s_m1_1pn93_hud.ogf" but that comes with the caveat that if you want to use that weapon/scope combo yourself the viewmodel is probably going to be all forms of screwed up
ultimately it's the BaS author's responsibility to fix it

unless you're keen on learning how to manually merge the mods, which is very tedious, i would recommend not using full upgrades
the other problem is that changing your load order around by un/installing mods will usually toast your saves
