The second thing - If I am not mistaken was never a thing in vanilla, so you'll need a mod for gas mask / helmet visual.
So, then it seems that I need to change lines in that files and just find the mod. Can you point out those specific lines and the mod?

(haven't tested myself) or try to find similar HUD changing mod.
For the first thing - you'll have to extract game files into normal folders you can edit or try to find "outfit.ltx" and put in correspondent folder.
For the line you should look for something like that:
"actor_visual = actors\stalker_freedom\stalker_freedom_1.ogf"
But you'll have to know a model's name of course.
Usually it is stalker_FACTION_NUMBER -> from leather outfits 1 < ? to heavy armors. I think exo has own cathegory like "stalker_exo_suit" or something like that.
There should be also a file under "gameplay" folder (when you extract game's file) and in there should be list of variety of spawn-able random NPC with each outfit avaible for them.
(or just under model's folder)
Note: It's quite a long time I've tried to mod the game, so can't point you into every right direction.
