To answer your other question, you can technically join Duty or Freedom but it requires you to have kept Morgan's PDA which is obtained right near the start of the game at the Ranger Station with the scripted quest to ambush the transaction.
I had a lot of trouble getting him in as well, after doing nearly everything else in the area.
So here's what worked for me, finally, after hours and 2 days of researching.
What needed to click for me, was killing the chimera, which was also my last quest for the Yanov station.
Before that, I did mixed jobs for Duty/Freedom, but in the end i decided to stick with freedom, so all I gave them is 1 PDA (Teschenko's i think), also let them guard for scientists, but this still wasn't enough. I had to kill the chimera, which turned the remainder of the Yanov station to friendly(green), including Duty members and then Freedom accepted to give them a try.
