Gary should take you both ways, when you travel between zones he will stay there with you until you choose to go back.
TBH this is crazy enough to sound like a modded game, I have never heard of these sorts of bugs in base game vanilla.
If you didnt break any rules then idk what happened since ive never experienced that issue or any other broken quests either.
Navigate to your gamedata folder, then configs > debug and find the file xrs_debug_tools.ltx, open it in a text editor
Change it so that the top of the file now looks like this
[plugin]
enable = true; false
save the file, run the game, open your save.
Once loaded hit ESC to go back to the menu and press S, this opens the debug console
On the far left in in the console box type
level pripyat
game will teleport you to Pripyat
When done edit the above file to reverse the plugin back to false to get rid of all the debug text on the screen.

Side note the SSP-99 is a closed circuit suit, that will be why you were able to travese the level.
Have you visited the area he was for a bit to see the controller spawns to trigger the rest of the quest anyway. If not you’ll just have to roll back.
You can try posting on the moddb forums, someone with way more knowledge than me might be able to help.
You can work out the name of an NPC to spawn them but isn't there an autosave or hard save after arriving in Pripyat you can go back to? There's another mission where the NPCs despawn which can stop you from progressing.
The problem is the corpse of the NPC doesn't trigger the next part of the mission it's killing the controller that appears that does that so respawning the corpse might have no effect. Have you been in the little room next to where the sentry is killed to see if the Controller is there? It might trigger the next part of the mission so is worth a try. Also, do you have the mission in your PDA and are there any map markers when it's the selected mission?
The unique name of that controller will be listed in the smart terrain file for that area but I don't have it activated to check what the smart terrain file is for that part of the map. I could have a look so it can be respawned with the debug menu but I'm not even sure if that will enable you to kill it and trigger the next part of the mission and there could be other mission glitches. Start a new game and consider this game a detailed tutorial.
On that note, X8 is a main story mission done after the Sentry. Is it possible you can just continue without bothering with the Sentry. X8 is basically the last mission before the evacuation, have you spoken to Kavolski and seen what happens. Might get lucky.

When the debug menu is active you should be able to hit ESC and then S to open the spawn menu. When that is working read this and see if you can get any of the squads to spawn. In the meantime I'll try to find out the name of the controller but I'm not playing Stalker right now so need to dig out the disk. I had forgotten about this post and found it just now while searching about NPC spawning but it comes in handy as a reminder.

Controllers don't have many predators and I've never seen another mutant attack a controller in Misery so it's possible the controller in the Sentry mission is wandering around the map waiting to be killed for the mission to update in your PDA. It would involve scouring the map but save often and it will probably see you first, kill you and then you can reload.
Edit: Had a look and the smart terrain at the grocery store is pri_a21_smart_terrain.
The only mention of a controller in this file are:
pri_a21_chasouoi
pri_a21_kontroler
I tried spawning each one at the grocery store and it doesn't work. Start a new game and work towards the Leader achievement. 60 hours is a lot but Misery is very replayable.
