Film grain is an example of visual noise or the static grain that gets imposed when next to high radiation areas in the vanilla game. Audio is not part of it.

To OP as far as I know CoP doesn't natively have a grain filter aside from the radiation and environmental fx. However, you might try messing with the SSAO (switch to HBAO or HDAO) or turn off ambient occlusion entirely.
Also keep in mind that the game is old and not all of the textures are really sharp so you might try looking for a texture mod.
