[COC] Where do I get expert tools?

So I have the mod Call of Chernobyl, everything has been going okay, but I noticed I can not find any expert tools. For basic ones, I found em in stashes and/or bought them. For advanced ones, I found them in stashes. But I can not find any expert ones.

Is it possible to increase the spawn rate of them or the chance traders sell them?

I remember this is a common complaint of CoC's balance.

There's a few items that literally never appear in the game except to spawn them via console, eg. Detector-PSO-1
I can't remember if the expert tools are one of them.

If you want to upgrade the last tier of upgrades on a gun or suit, remember that Forester can do it without any tools. He lives in the Red Forest and is neutral to all factions.

I remember having trouble finding expert tools but found them at this location. Infact I think it was the same video I used to show me where to go. It gets to a point where I'm fed up of searching and resort to online help which is more of a guide than a cheat.

I think this is due to stash loot being so randomized. I recall having some difficulty finding one particular set of tools, but I did eventually find them all multiple times over.

You could add them to traders so you can buy them. At least that way it won't break immersion.
