You also have to hit the mutant.
When they close up I unload my weapon on them but it seems ineffective.
You're gonna need way more than 2 mags. Bring RPGs or a grenade launcher.
Or, don't engage them. Just run, dude. Especially out at night.

Learn to dodge, don't fight them if you don't have armor or don't have the skill for it, and if all else fails, rifle grenades or a solid sniper rifle will solve the problem.
Generally, you aren't supposed to fight chimeras until you have good gear, but you don't need an rpg or rifle grenades to deal with them. The only mutant I would say NEEDS heavy ordinance to take on is the psuedogiant, and that's just because of the massive health pool.
I also explicitly mentioned simply avoiding them where possible if you can't reliably fight them.
But ironically, those weapons are very effective against a very large, slow enemy you can backpedal against, like the pseudogiant.
Chimeras move a lot faster. They're also not as loud.
You can sprint to dodge their attacks, sure. That is, of course, assuming you spot them before they pounce on you.
Anyway, I have taken on chimeras with the sawn-off. It's not exactly easy, but it's not super difficult either. In CoC they don't instantly drop you with a pounce, probably even if you have no armor they won't one shot you. Get hit? Use a medkit and a couple bandages. The chimera cannot outdamage orange medkit healing if you use bandaids to deal with bleed quicker.
Even if you don't have very good dodging skills, it's not hard to use some form of solid object to kite the damn thing around. Or to just run to a nearby faction patrol for help. Even if they don't kill it, they tend to provide a suitable distraction so you can flee.
Chimeras are borderline silent when they leap from a distance, and even if they run up and claw you they are very quiet. If they let that insta-kill, then it wouldn't be good for gameplay. It's not fun for the majority of players. Especially so in CoC where you have to go across the entire zone on fetch quests every now and then.
You will still die if you don't stop the bleed and or medkit immediately though, unless you are in upper-mid grade armor or better.
I personally find snorks and burers to be far more of a threat in CoC, thanks to the bugs surrounding the snork's melee attack (for some reason it is an AOE that isn't synced with the animations) and the tendency of burers to pop up in confined areas and steal your weapons. CoC also makes their AOE pulse much more deadly.
I just never found chimeras or psuedos particularly threatening. They are just so straight forward with attacks that unless you end up fighting multiple at a time, or them plus another type of enemy, it's too easy to keep track of them and just matador them to death. I'm more likely to die to a psy-dog than I am to a chimera.
Snorks and bloodsuckers become trivial tho once you get armor in misery. You can skin like, a cat while 4 of them smack you non-stop and take 0 damage.
