Report a translation problem
When you hold the tab key what is the last update for the mission? If it's telling you to inspect the antenna and all the monolith are dead and you definitely can't trigger the cutscene it sounds like a game breaking glitch. Try hitting the action key while moving around the antenna even if the examine prompt doesn't appear to see if it triggers the cut scene anyway.
If all of that fails I would load a save just before you leave the Jupiter underground mission and then try again.
I eventually gave up and headed back to the base in a vain attempt to see if anything happened when I talked to the commander...which lead me to find something else.
Turns out I can no longer open doors. I can't get back into the base. It's not that they're locked, it's just that no prompt comes up, and pressing the action key does nothing. It works to check bodies, but nothing else now, apparently. This seems problematic. I'm going to have a look around and see if anyone else's encountered this.

When you get the mission to go to the Kindergarten I think, there will be a part where you have to open a freezer and there will be a transition afterwards. Just make sure to make a manual save before you go into the place to start the mission because the transition usually crashes people. There are work arounds though so if you crash there don't give up. Just look up some solutions and go back to the manual save to restart. Some people think it only happens on Misery, but I have had occurrences where it happened on vanilla too. Glad I could help.
