problem PDA upd (battery )
hey i have pda and i buy new battery but pda doesnt work its say you don have universal device please help me

So, you do have the UPD, right? Just making sure. Try taking everything out of your inventory. Something may be interfering.

Also make sure the UPD actually has power.

You need to have a UPD in your backpack inventory. (It's essentially a battery that you recharge with other batteries to power your headlamp, nightvision, and PDA.)

they are more people(npc) in yanov than zaton i was thinking the mod is dead in zaton

A lot of the NPCs tend to spawn around the SCAR anomaly.
