I get the feeling that the only reason forester can upgrade all the way is because there is no guaranteed way to get tool kits. It's not like he's particularly unbalanced though, as he charges out the ass for upgrades. usually 5K+ rubles per upgrade more than other technicians.
To upgrade my STCoP Sv-98 sniper rifle partially was almost 75k rubles. If I'd used, say, nitro, it would have been closer to 50k, if that.
Besides looking out for the stash markers I keep an eye out for anything that could contain a stash like safes and desks. Check the safe in the hole in the ground near the train platform east of Zaton station and the safe in the office shack at the dock cranes. These can also be used for safe storage.
I'm not even sure if traders have any chance of selling them because I've never seen any selling the pro set. If you can't find one and don't want to pay through the nose to Forrester it's easy enough to edit the config file so traders are more likely to sell them. I've configured Beard to sell all 3 sets but they are not cheap.
I'm pretty sure traders have a chance of having basic and intermediate toolkits in stock. I've seen Sid and Barman sell them more frequently than Owl. Try standing in front of Sid or Barman and quicksaving/quickloading to reset their inventory and hopefully after a few attempts he will have an intermediate set. How did you get 3 expert toolkits? I thought they were hard to find.
Edit: Don't know if it's a bug but I noticed in COC that barkeep pays a lot more for artifacts than other buyers. Also I've made even more just killing Chimeras, Psuedogiants, and Controllers and selling their bits to ecologists. Hermann in the bunker will pay alot.
Also, not a bug that beard pays more. It's a reference to him specializing in artifact trade in the vanilla game. Same way Sidorovich completely rips you off when it comes to buying and selling weapons and ammo.
The main reason I'm a little suspect of the high buy price is that I noticed he pays me more to straight up sell the artifact to him than if it's for a special job to acquire it specifically. I mean for the special job he also throws in some vodka but it doesn't really make up the cash difference.
Yeah he can be a little out of the way. Although from an economic standpoint it just seems like a savvy business man could reduce his payouts (while still keeping them higher than competitors) and thus increase his resell profit. As it is it's never worth selling artifacts to anyone else. Not gonna complain cause it's to my benefit but I certaintly noticed all my money problems dissapearing faster than even the vanilla game.
I actually have a ton of fully upgraded equipment of various types stashed in the safe boxes.
I never could get vanilla nor arsenal overhaul to give basic or mid grade tool kits...Not a single one...Found literally 4 expert kits...Not a single basic, and I THINK I found 1 mid grade after about 13 hours into a save file.
My advice is if you ARE using arsenal overhaul, lose it, pick up STCoP, I haven't had any issues finding kits with it installed, they're rare don't get me wrong, but 6 hours instead of 13 is more than fair IMO ^_^
Same goes for vanilla.
I use AO addon for CoC and have never had a problem with basic or advanced kits. I've gotten 3 mechanics fully upraded and have about 3 extra basic, 2 advanced, 4 expert kits sitting in a trunk.
This was WAAAAY back, maybe one or two updates had come out for both AO and CoC at that point in time. I don't know if it's still an issue but because of the superior sound design I've seen in STCoP since I last played AO ( which as you can see from this was quite a while ago as builds go ) I've stayed with STCoP ^_^
