Pre-Season Dilemma Bug

After 10 seasons only dilemmas for new chassis was all time:

• +1 tyre heating for -1 tyre wear
  
• +1 tyre wear for money
  
• +1 fuel efficency for -1 Improvability

These was only available or there is something wrong??
I see others teams increase their chassis stats in varios way, and is tedious to have all time same dilemmas!

I just had a pre-season where I got the same improvement offer/dilemma twice in 4 days time.

I'm in season 8 and save-scumming worked fine so far but now in transition between seasons 8 and 9 no matter what I do I only have 3 options in pre-season period and those are:
Tire Trade-off (+1 heating, -1 tire wear)
Brake Supplier (+1 heating, -2.5m $)
HQ Visit (+Team marketability, -Driver's moral)
The only thing that changes is their order of appearing. I'm scared to carry on because what if this bug continues in the next pre-season period as well? I even tried loading up a save before season ending race and doing everything again but nothing changed. What the hell?

In ERS if you pick medium performance and very weak improvability (which is what I usually pick) those are pretty much what you get. At least that is pretty much what I always get as well. you are basically paying up front when you build your chassis instead of through dilemmas.

Yes but in previous seasons I was getting improvability and fuel dilemmas easily and they were even affected with the save-scumming... But now I'm not getting them for some reason (whatever I choose for chassis doesn't change a thing as well)...? I remember one of the earlier seasons with my custom team in a regular campaign being also bugged like that but RNG actually changed whenever I reloaded my save game. Although I must say I kinda continued one of my saves from a non-Steam version of the game when I finally bought it here too. Did that somehow broke my save-file (just because I was playing it without some of the DLCs before) or did some later patch screwed up the whole dilemma system in ERS?
