Stacked up Pit stop?

We voted for and got unlimited pit crew so that i wouldnt stack up while racing. Just got done starting my 3rd season first race and we were backed up for 33 seconds while i did two repairs. attached is the screen shot of the rule.

Even with unlimited pit crew you only ever have one pit stall for your cars to be serviced at. So one car is still forced to wait if you double stack. It just means that your crew can refuel the car, change tyres and repair parts simultaneously, instead of only being able to do one at a time.
