When 1 comes in with a Poor on handling and the other with a Great, then I adjust the Poor to what the Great has and I will have 2 Greats.
Maybe the Reserver Driver's morale is affected if you have him drive? I don't know. Maybe that is important if it is a pay driver and you want to keep him.

As someone who has admittedly save scummed a lot both for testing and cheating purposes, I can tell you that Car setups are:
Besides the Track, 100% RNG based. Yes, it is RNG based. Not based on the drivers, car parts, or staff. I believe what happens is the game assigns the "Excellent" sweet spot onto a random area of the set-up sliders, depending on the track, differently for both cars when you first load into practice. From then, it's basically a "hot or cold" game of finding where the sweet spot is.
How do I know? Simple: I loaded into practice, got a set-up that was 99% optimal, finished the session, re-loaded back and put in the exact same set-up, except this time it was 95%. Exact same driver, car and everything.
It seems the game does this assignment when you initially load into a practice session, so if you save at the very start of a practice session then re-load, the same set-up will give the same result. If you save and re-load to the pre-session page, the set-up will likely change. This is likely made so that you have to actually run each practice session instead of saving a set-up for each track and not having to run practice.
As for Feedback, the Feedback stats dictates how fast the Race / Tyre knowledge bar will go up. Higher Feedback means the bar will fill up much faster, allowing you to get higher levels of the Stint / Tyre knowledge bonuses. As such, there's no reason to not use your reserve driver in practice if they have a higher Feedback stat than either of your drivers. As previously mentioned, set-ups are assigned on each car, and not based on drivers, so your main driver will get the same performance out of a set-up that your reserve did.
