As an example, at the end of season 1 you have an engine A (100 performance) and an engine B (70 performance). Your season 2 cars start with A = 100 performance + base and B = 70 + base.
Sorry, just to be completely clear do 2 of the best parts of each category carry over? So in addition to engine A and B do your 2 best gearboxes, 2 best brakes etc carry over as well?

Exactly, in each category your two highest performance items. 2 engines, 2 brakes, 2 gearboxes and so on.
Also worth mentioning: as long as an part isn't banned it's valid for your new car - even if it's a "high risk" part.
Only if you are promoted in a new season you have to restart from scratch.

Thank you for the answer. Also I know you kind of already answered it but just to be sure, nothing at all related to your car carries over when you get promoted?
Correct, after promotion to a new series (e.g. from ERS to APS) your new cars are just adjusted to match the lower teams in the next season, even if your parts in the previous series were actually better than that. Only within the same series the performance of your parts are carried over.
