I found him as 18 y.o. regen with about 2 stars and picked him up as my reserve driver. Gave him two seasons until he reached about 4 stars before I set him up as my 2nd driver. He did great and ended up 2nd in the championship, behind my 1st driver who won the driver title. I'm still kicking myself for not getting him to extend his contract. Offered him up to 800k in the second attempt (he got 150k before), but he rejected and went to Rossini. And now with a rule change which removed qualify and added reverse grid start, he's competing against his former teammate for the driver championship in the new season...
This is season 2028 btw...
I'm not 100% sure but I think football manager players use the word "regens" for any newly generated player. It's possible that retired drivers are regenerating but it doesn't seem to be like the game is so static as to just cycle the exact same drivers through each time they retire.
However the term 'regen' could also be reasonably applied to any generated drivers or staff that don't exist at the start of the game, as it's their job to 'regenerate' the pool of available drivers and staff as the original generation retires and is phased out of the game.
Further study is needed to see if all new drivers that the game makes are 'full regens', or only some.
