Its just not allowed on the Track to overtake.
Not always, in some lucky situations, and if you are quick thingking enough, you can pit and rejoin in the same position.
In real life? Hell no.
Only when the car that is overtaken remains on track, but that is no real overtaking anyway.
This is just to ensure that cars can take a pit entry that is tighter than the final corner for instance, like last corner Nurburgring etc.
But never can one car overtake another car under SC when they both go into the pits.

To be honest, I didn't beleive it either when I first heard of that...
If you read a little more of the rules you'll also find out that it's actually foridden to come to the pits to repair a front wing...it's only allowed for changing tyres. (Article 39.11, second paragraph)
So if you 10sec behind the gap stays the same.
Why? :) what a weird allowance.
That might have been a rule change that has been introduced...Instead of a safety car (which collects all cars) it's just a virtual safety car which keeps the gaps intact without having a real safety car out.
No, you fanny. I would have thought there would be a system if everyone pita while under yellow and they get out while still under yellow they would rain in the same position when bunching up for green flag again.

Well...basicly that's what happens in real F1 if race control decides to hoist the red rag :)
