How to make drivers reach their full potential?
I've recruited a 4,5 star potential paydriver, Cerutti. I've been in "F1" since I recruited him but I don't have any tier 3 perfromance building, they are tier 2 for now. This driver is 20 years old and just stopped improving on 4 stars. It says that hes stats haven't peaked yet. I've ran him aggressively on every practise session to get his stats up quicker (and also for the paydriver bonus).

Could I make him reach his potential if I upgraded the performance buildings to 3?

I don't know if it is because I play on a very old gamesave. I don't even have GT league drivers available to me in this save.

It's not a bug.
Drivers have three peaks.
Peak ability, shown in the UI via the empty stars.
Peak learning age, at which point they stop improving, not shown until it happens.
Which ever of those two they hit first is where they stop improving.
Peak age, at which point they slowly drop in ability, also not shown until it happens.
Unfortunately for you, your drivers peak learning age is quite early.

If you would have read the thread I posted you would have noticed it is indeed a bug. Tooltip should say "peaked" if the driver has reached the peak learning age.

A bug/missing tooltip in the UI, not the inner workings. Don't get snarky, and read your own link.

It's either the tooltip bug or bug stopping drivers improving. Would be too many drivers peaking at their 20s if it's just the tooltip bug.

Whether it is a bug or intended, it is not working right and the more seasons you play the bigger the problem becomes. Regen drivers do not appear to across the board reach the same potential that first gen drivers do and the longer you play the more this becomes an impact. In my game in 2031 there are only 3 drivers left over 4.5 stars in the WMC and a handful of 4 stars. All 3 of my young drivers all sub 24 years old are not improving any more and most AI teams are in the same boat. Given team development is part of the game it is annoying to hire a driver at 16 and find out their learning potential cap is 18... First gen drivers don't seem to exhibt this peak learning cap behaviour only regen drivers.

There is a UI bug for sure, in the post race screen you see +% increase and nothing happens, same in the training screen and driver screens. If a driver isn't improving anymore and that behaviour is correct then all those UI tooltips are wrong and need to be fixed.

Is there a second bug aroud learning potential or not, can't say as a dev has never responded even though it is one of the most commonly raised bugs on the bug forum. I think it is reasonable that not all drivers will reach their peak potential (driver parties too hard, doesn't practice etc) even with good facilities. However, as above if that is intended behaviour then the learning potential threshold in my opinion is bugged and causes over time the talent pool in the game to decrease (in terms of driver star ratings).

It also makes scouting a lot less useful if you are going to hire a driver that says improving at 5% a week but, when you get them into the team it turns ouf that +5% is fake and they aren't improving at all.

I also have a similar issue on a save from one of the original patches. The other save is from the latest patch i think but havent really played it yet. One of my drivers is stuck at 4 stars and was improving until her team mate became a resource hog. I put it down to that and non maxed facilities. Team mate has gone and i now have everything but the theme park upgraded to max and at 25 she is not improving yet her 29 year old team mate is. She has won me WMC about 3 or 4 years in a row so its not a biggy but is annoying as she isnt good at overtaking.
