Drivers have three peaks.
Peak ability, shown in the UI via the empty stars.
Peak learning age, at which point they stop improving, not shown until it happens.
Which ever of those two they hit first is where they stop improving.
Peak age, at which point they slowly drop in ability, also not shown until it happens.
Unfortunately for you, your drivers peak learning age is quite early.
If you would have read the thread I posted you would have noticed it is indeed a bug. Tooltip should say "peaked" if the driver has reached the peak learning age.
It's either the tooltip bug or bug stopping drivers improving. Would be too many drivers peaking at their 20s if it's just the tooltip bug.
There is a UI bug for sure, in the post race screen you see +% increase and nothing happens, same in the training screen and driver screens. If a driver isn't improving anymore and that behaviour is correct then all those UI tooltips are wrong and need to be fixed.
Is there a second bug aroud learning potential or not, can't say as a dev has never responded even though it is one of the most commonly raised bugs on the bug forum. I think it is reasonable that not all drivers will reach their peak potential (driver parties too hard, doesn't practice etc) even with good facilities. However, as above if that is intended behaviour then the learning potential threshold in my opinion is bugged and causes over time the talent pool in the game to decrease (in terms of driver star ratings).
It also makes scouting a lot less useful if you are going to hire a driver that says improving at 5% a week but, when you get them into the team it turns ouf that +5% is fake and they aren't improving at all.
