how does reliability improvement work ??
okay so i got 12 staff working on reliability that says 4.5% increase per day for staff impact + 0.9% increase per day for chief mechanic impact.
but i tried going for 2 days then pause the calendar to see how much i got, it turns out it only increased 1%.

I'm pretty confused about how this work, does the 4.5% just a bluff to make us feel better ?

the reliabilty is spread onto each part equallly, so you get 5.44%/how many parts(upgrading at once) per day

oh so it's not individual percentage
but what about the chief mechanic bonus ? does it work the same (split for how many part) ?

Yep.
So in your example, assuming you're developing two parts, you increase reliability by (4,5%+0,9%)/2=2,7% per day.
Same concept for performance.

I typically work on reliability straight up at the beginning of the season. I focus on parts crucial towards the first 2-3 tracks until I get at least > 80% reliability.

yeah now i do that too, i only up 3 parts at most cause that way i get around 1% per part per day
