Spec part performance cap removal can causes this. My cars in the ERS have just got front wing development and the chart shows all my other parts near the edges with the wing a tiny wee peak in the middle. Basically the inverse of your pic.
Your WMC probably had spec parts for everything except the front wing at some point. And since you were not actually in the series at the time, the performance numbers are hinky on the display.
I still have the save before promotion, I think. Will check.

Brakes 1018 to [S]600

So yeah, does appear to relate to spec limits etc, just looks v. odd.
