No it's not Mr Bean, the accent is Southern English while Sean has a very distinct Northern accent

It is Sean Bean. Period. Listen to Sean Bean in The Martian and GoT. Whatever accent he might have. He´s an actor and he can speak different accents if needed. And if you still think it is not, why not ask the developers. It´s no secret to tell us otherwise.

One does not simply ask Sean Bean to record a voice over intro for a small budget racing managment game...

Though it would be a nice change of pace for him to have a role where he doesn't die, especially since winter is comming.
