In F1 2012 a while back, I did a 100% race in Korea with a couple of friends against the AIs in the 3 worst cars, and despite being slower than the two of them, the way I beat them was by running more stints on the options but timing my stops so that I would spend less time around lapping cars than they did, which worked perfectly. As much as it might pain you to sometimes bring your cars in while they still have a bit of fuel, it could easily help you in the long run if you time it right.
There's no denying that the blue flag system is still a mess even with the countless fixes and reworks though. If they want to fix that, they need to work on the overtaking system first and foremost, since even with the blue flags, the game still thinks that two cars next to one another are fighting for position at all times, thus hurting the lines of everyone involved.
In real life if you're faster then you can unlap yourself and crack on.
To be fair, this is a huge pain for the guy ahead as well.
