What do you mean with "anything flashy"? Could I still use mods?
You're on a laptop, which means that your laptop's GPU will always be underpowered in comparison to their desktop counterpart. Still, that doesn't negate the fact that again, your drivers are 23 months old, better go and update that.
Your CPU is also at what, 6-7 years of age?
It will run the game, that however, doesn't mean that you can crank up your graphics to the max and it can also mean that you will suffer performance during the off-season due to all the background stuff that will be done by your cpu, which, is your weakest component.
During races you should be fine on 3d mode with some lower end graphics and if that's not capeable on your laptop there's always the 2d mode (which has some awesome rain graphics to be honest!).
Like I said, it'll run, but don't expect anything flashy. Best get yourself a new laptop if you can.
