You can change it yourself and it is really simple. Do a google search and you will find the instructions.
I started a thread about this yesterday, the instructions you are linking to require you to open an INI file that not everyone has in their game files.....I for one do not have this file in my game files and cannot change the mouse sensitivity, its totally lame that the only file i can edit in my game files is a CONTROLLER file.......how or why would any developer build a game for PC thats designed to only use with a console controller....? LAME
And now adays when it is as common to play PC games with a pad as with mouse/keyboard, the developers are free to decide what controller scheme fits their game best. And you, the player are free to change that if you want. (With very few exceptions for a few games that *only* support one controller type)
Also, if you cant find the config -files, is not devs fault. It's you being incompetent.
I play nowdays many PC games on a PAD! As for me it is comfortable when no needed big fast precision (like shooters games).
But I also have a mouse (Logitech G900) with possibility of changing dpi on flight during playing! I can programe 5 levels even! Changing during play with one or two buttons (as more suitable) on mouse :)
Yes, everyone has those game files. You not able to find them is your fault. Those game files are required for the game, so it is impossible for you to not have it. Learn to unhide files and folders or read the instructions better. It literally does not matter what Windows version you are using, 100% of everyone will have those files because they are required for the game they are linked with the engine it is using, it would be impossible for you to play if you did not have those files.
You not able to find the files is your own fault and is clearly an ID 10 T error.

A player should not need to find any files to modify anything within game. If there's mouse and keyboard as a control scheme it should come with options to tweek them within game.
Ultimately, the dev's can state whatever they wish how a game is 'meant to be played' but ultimately it is up to the player to decide how they wish to play it, it is a product they bought to entertain themselves with, not a product paid to fatten a developers wallet.
How one person plays a non-competetive single player game should not be dictated by anyone but the person who plays the game for themself as they wish to play it. Devs not allowing players to customize their playing experience will lose out on business, but hey, it's not like i care about businesses making money.
While controller may be suitable to some, there will many that prefer the standard keyboard and mouse scheme (myself it depends on the game type).

USERNAME is the name you use on your computer, your login/admin name. replace that with exact way you have your name spelt.
An example: If your user name was JoeBob, it would look like:
C:\Users\JoeBob\AppData\Local\HellbladeGame\Saved\Config\WindowsNoEditor\
FYI I have Windows 7, so your files may be located in a slightly different location.
If any files are "missing" you will need to unhide the folder to make it accessible. Here is how:

once you do get access, look for GameUserSettings.ini in that folder. Open it up with notepad or some other text program and get modifying.
