it has a set in-game date? I was lucky enough to walk by that area in a rainy day on that day and I thought it was caused by the rainbow o_O

Went and checked--yes, it was Spring 17 when I found it. So---could be coincidence, but I'm sure Queen Droxxanna will confirm it for us if so.
