Need help finding Elliot to complete a quest

the Wiki says on Tuesday he's going to the river at south of Leah's cabin below the ranch at 11:30AM but i never find him there, i even waste 3 hours just to search him and i give up and wait for him in front of the bridge before the beach from 5PM to 9PM but he never come home.

is that because it's raining? is he staying at his home the whole day?? how do i talk to him because i haven't become a close friend with him yet and i need to give him a fish to complete a quest... and it expires tomorrow so this is my last chance

Did you try the library or general store? I don't think he goes anywhere else than by the river by Marnies, library, Pierre's, the bridge on the way to the beach or outside his home.

Edit. Other than that I'm afraid he is probably inside.

Yes, if the place he would go to was open and it's raining, he is probably at home. But don't worry about failing the quest, there is no penalty. (aside from not gaining the reward)

What season is it right now? Because in autumn and winter he doesn't go to Leah's cabine on Tuesdays. And yes, he always stays inside when it's raining. He's inside most of the time, actually, so he's one of the more annoying characters to befriend.

i will have to look at that, but i doubt because i waited in the bridge from 5PM but he never come home.. maybe i should try waiting in front of his home instead from the morning, lol.

that's strange because other character such as penny, sebastian and sam keep doing their daily routine even though it was an open area and it's raining on that day.. well okay i'm glad no penalty but still the reward is becoming closer with him and i wouldn't want to miss that. haha

I wanted to give him a gift for his birthday but it was rainy and he never left his home...
Since it's the only way to improve relations, it clearly sucks... Why can't we just knock at the door to give him a present?

Villagers tend to had alternate schedules for rainy days under the "Deviations" section. For some reason Elliot doesn't have his deviations listed. Such is the way of the Wiki.
