Not that I know of.

But there are mods, if you are familiar with that process?
If not, I have a guide you can look into:

It covers everything you need to know for modding on PC :>
And the mod I was thinking about is this one: CJB Cheats Menu[www.nexusmods.com]

give a gift that the npc likes, do that twice a week and then sleep until the next week

Member of Community mod really helps as you get increased likes from everyone that sees you talking to or giving gifts to others.

It would theoretically be possible with Cheat Engine, I think, but since we don't actually see the numeric values, I can't think of a way to do it. Maybe there is, but it may not be worth the headache. If it's just one person you need, most of them have at least one fairly easy-to-find item to boost them quickly. Just talk to them every day and gift them twice a week, religiously, and do any jobs they post on the board.

Easy way to 'cheat' without mods:
Goto the wiki, find what gifts the mark loves a lot that's cheap and/or easy to get.
Gift it to them twice a week and talk to them everyday.
Give loved gift on their B-day.
Do any fetch quests for them that come up.
Visit them often at their home, this triggers friendship scenes.

Open your save game, search for the person you want friendship with, look for this part:

<Friendship><Points>0</Points>

Change the 0 to whatever you want. I don't know what the value per heart is.

I think it's 100.
