1 flower will only fill 8 beehives. As for layout, the area of effect works in reverse. If you put a flower in the middle, then a beehive on any green tile will be able to reach the flower. So try this:

You harvest around the inside circle and the outside circle. You'll get 32 flower honey, and 2 wild honey (Theoretically. I haven't farmed enough syrup to make that many hives yet. I only have 9 so far)

If you do want higher-value honey, I don't think there is any limit to how many bee skeps you can set up near it besides the limit of range, and cluster hypothetically as much as 58 skeps around a single flower, although you'd need to cut that down to a maximum of 39 if you wanted to actually reach any of the bee skeps.
