Any idea what program was used to make the sprites?
I would like to get into sprite design and found piskelapp but it only seems to make small sprites. I was wondering what was used in this game to make all the cool sprites.

I'm not sure what CA used to make the sprites, but I can tell you that the modders that do things like retexture mods have their own goto programs for this sort of thing. I'd recommend checking out this guide here on how to be able to extract the .png files from the .xnb files that are located in the various directories in the games folder:

Personally for doing things like spriting (for things like retextures) then I use a combination of GraphicsGale (one of the programs recommended in the graphics editing guide link above) and GIMP which are both free to use/download. GraphicsGale being more of a dedicated program for doing spriting is a bit clunky at times, but once you get the hang of it, it's actually fairly decent.

Edit: The second link has tools to be able to do other things in terms of editing.

What Oxameter said. You don't need to pay any money for an art program. GIMP 2.8 is another totally free program which can be used to create good pixel art.

That's because "Paint . net" is the name of the program.

I used to use GIMP 2.8, but when I rebuilt my computer, decided against it. It takes too long for it to start up in my opinion. I prefer paint.net. I only use it to make transparent pngs though.

GIMP takes a minute or two to load for me, but I'll probably spend 15 minutes on each sprite, and probably change more than one at a time, so I don't find that to be any real hindrance. Plus, it's legimately free, rather than notoriously pirated (or now with a limited pay license) like Photoshop, and so I got used to it for other image-editing reasons.

GIMP is basically freeware Photoshop, so it's a highly versatile tool you can use for practically anything. If you want to get used to just one program, and don't want to pay a license fee, then I strongly recommend it.
